Coming to your question, here is what I'd like to briefly add; whether sanctions effectively influence the target’s behaviour depends upon many factors; including the stage we are at in the conflict, as in when the sanctions are being imposed, then the cost, whether it is high enough, and if it is, is it borne by the right people? Also, determinants like the involvement of international institutions; it is significant too, as it could have an enormous impact on the target state. In the case of Russia, sanction or no sanction doesn’t seem to have much effect on Putin’s strategy. However, that shouldn’t stop nations from imposing them as they are an attempt from our side to deter the aggressor from committing more crimes and uphold international norms. Letting Putin freely do whatever he wants due to the fear that he may become more lunatic is not what we can think at this stage of the invasion.
